Sheffield Wednesday Faces a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The team's ongoing struggles constitute a "major concern" and the independent regulator is looking to gain the ability to examine team situations in such situations, the recently named head the official has announced.

In a wide-ranging interview, the chairman, who was appointed on Monday, expressed "sympathy" towards Wednesday's fanbase.

The regulator engaged with four supporter groups connected to the Championship side recently.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," Kogan told.

"Sheffield Wednesday is one of the historic institutions for football in England and recently we have met supporters' organizations.

"We're now looking to get powers... which will allow us to have the club and similar situations submitted for our review if they warrant scrutiny and acted upon."

Monetary Issues and Leadership Concerns

The team's struggling chairman the current owner indicated in the summer he would be willing to sell up at Hillsborough, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in spring months caused limitations by the league officials in June, blocking the team from conducting any player acquisitions for the subsequent signing windows, although the ban was rescinded in late summer.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where people are committed to a local institution that has existed throughout their lifetimes in many cases.

"I completely understand the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the followers."

Inquired if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"Our least desirable course of action is begin intervening in an particular organization, an particular chairman, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the owner's facing," the regulator explained.

"But the truth is, when you review the record of the game, over the last 20 or 30 years there have been some owners, few in number, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately refuse to accept accountability for the coming years."

'Errors may undo substantial development'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we must maintain momentum.

"There's an enormous amount of money coming into football and has come into football for the recent generations, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the immediate future."

Premier League Concerns

The Premier League opposed the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I fully support the success and growth as an financial organization of the elite league.

"As someone who appreciates the worry about compromising the division as a high-quality offering of England. But concurrently, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been informing us confidentially they have a significant confidence."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the Labour Party in the past.

The chairman provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any form of political activity."
